Joseph Neary, Sr. – Chief Executive Officer, Founder

Joe Neary, Sr., founded the Company in 1982 as Federal Bond Collection Services. His credit and collections experience spans more than 33 years, beginning in 1971 with the Girard Investment Company. In 1973, Joe joined a leading national collection agency, directing the firms’ training, staff management, and account strategy planning. Since founding FBCS in 1982, he has built the firm from a small regional agency into a firm providing nationwide collection services. Mr. Neary is a past president of the Pennsylvania Collectors Association.

 

Joe Neary Jr. – Executive Vice President
Mr. Neary has over 15 years experience with FBCS. He has held numerous positions within the organization and his understanding of operations, cash applications and dialer management is invaluable. This knowledge allows for rapid deployment of new technology to produce operating efficiencies and better tracking through reporting.

 

Henry C. Stoughton V, CPA- Chief Financial Officer

Henry Stoughton joined FBCS in March 2001 as CFO after an eight year relationship advising the company as its independent accountant. Henry has 17 years of experience working in the public accounting arena, including successful management of his own practice for more than a decade. He has specialized in meeting the needs of small business owners, sharpening his focus on helping clients to develop and implement strategies for growth and to overcome many of the hurdles associated with growing a business. He is an advisor with a depth of knowledge and resources and an instinctive ability to quickly analyze multiple activities and comprehend the interrelationship of events and strategies. Henry offers the intuition and skills of a valuable financial consultant combined with the individual strengths and personality to immerse himself into the FBCS family and drive towards intelligently leveraging the tangible assets and human capital for improved client results and increased value for the stakeholders.

 

Jamie Barton – Vice President of Operations

Jamie Barton (nee Cain) arrived at FBCS with a background in customer service.  She initially joined the company as a collector.  Her quick grasp of collection concepts and ability to successfully organize multiple tasks was recognized immediately.  Jamie was fast-tracked to a management level, holding positions in the collections environment as a manager for PPA and managing the strategies for nearly 100 clients across 200+ targeted weekly automated dialer campaigns.  Jamie gained strength and career maturity when she accepted the role of Executive Administrative Assistant to the President, focusing on understanding the nuances and subtle differences of each client.  She rounded her experience and knowledge by learning and then managing the “back office” operations related to payment posting, client reporting and client services.  Jamie’s dedication, loyalty and desire to learn and improve was rewarded in 2006 with an appointment as Vice President – Operations, overseeing strategies for all clients and monitoring and mentoring the back office operations.  Jamie’s hard work and commitment to client results is continuously recognized and applauded.

 

Anne Sweeny- Vice President of Mortgage Operations

Anne Sweeny, Vice President of Mortgage Operations.  Anne arrived at FBCS with over 25 years experience in the mortgage industry with primary focus on default servicing and recovery operations.  Most recently, she was Director of Recovery for GMAC Mortgage and Homecomings Financial Network- a GMAC-RFC corporation (1997 - 2007).  Prior experience includes Delaware Savings Bank, FDIC, and Meritor Mortgage.  She rounds her technical experience with proven success in the management of operations and personnel in the arenas of secured and unsecured debt portfolios.  Anne has a thorough knowledge of laws and policies regarding pre- and post- charge-off collections, bankruptcy, foreclosure, and deficiency judgments.  Anne Sweeny may also be recognized as a featured speaker for ACA International and Debt Buyers Association
